On the backend side:

Step 1:- First Create a Block

Step 2 :- Save the setting, select the block which you create it  and clear the cache

Step 3:- Choose required Block from list from configuration setting

On the Frontend :

When the customer visit on website home page, it will be show like this:

Step 4 :- Go and checkout the Store HomePage to view the block
